Error 339: “Talbarcd.OCX is not registered or failed”

Generally Caused By: User Account Control prevents users from making system changes without Administrator approval.
Level of Complexity: Low

Runtime Error 339:  “Talbarcd.OCX is not registered or failed” or “Component ‘titext8.ocx’ or one of its dependencies not correctly registered”

Windows XP: This error occurs during installation under Windows XP due to inadequate user permissions.



Windows Server 2008, Windows Vista, Windows 7 or Windows 8: This error is most commonly presented when accessing the reporting feature.




Step 1

Navigate to Start > Control Panel > User Accounts.

Step 2

Scroll down until you locate the option to Change User Account Control settings.



Step 3

Slide the bar down to Never Notify and click “OK “.




Step 4

Click “Restart Now” on the Microsoft Windows display box.




Step 5

Once computer is back into Windows, you should have access to the Reporting tab and the Sync with Handheld button should no longer be grayed out. If you still do not have access to these, see Step 6.

The alternative way to install the application is to right click on the installer executable and select “Run as administrator “. You will be prompted to grant permission for this action and possibly asked for a password.
